Self-policing Twitter: An Idea for @Jack to Consider

Maintain a user rating on a 0-100 scale based on infractions similar to DMV points, and display the rating next to the user name for all to see. 1/
Score would degrade with repeat violations, but would also improve with longer time periods or larger number of recent tweets which incur no violations. 2/
A user could click on their own score to get a list of all the offending tweets they sent which degraded their score. Everyone would know what kind of people they were dealing with, and people will probably block others with very low scores. Problem solved. 3/
Twitter could reserve the right to suspend people who fall to the lowest score and stay there for an extended period of time. Those users have chosen to be habitual abusers of the medium (or could be bots), so no one would mind Twitter putting the kibosh on them. 4/x
