Raising tariffs to higher levels and keeping them there?
(None of the tariffs that Trump has imposed have been removed. Even those imposed on allies and countries with which he has negotiated new trade deals.)
Trump's managed trade approach is for HIM to decide how much can be imported and from whom.
That moves US trade relations WITH EVERYONE - not just China - toward state control.
Even trade that has NOTHING to do with national security becomes about national security.
