Trump begins by expressing support for families affected by the "absolutely horrific attack."

"This has been going on too long in our country. Too many years, too many decades now."

"Everyone must work together at every level of government to keep our children safe."
Trump's pivot from the school shooting to his prepared remarks on prison reform: "Very sad day. Very, very sad. On another note - a very positive note - I'm honoured to be here today..."
Trump, from his prepared remarks, thanks Van Jones on prison reform, then ad-libs: "Primarily because he constantly says such nice things about me." He continues: "Not too often...it does feel good."
Trump says it's a waste to have ex-inmates on public assistance instead of having a good job, paying taxes and "really enjoying their life."
Trump ad-libbing: "Drugs are playing a tremendously big role in our lives. In so many lives. Not only having to do with prisoners but having to do with people that never thought they'd be addicted. ...Drugs. We're doing a big, big job on drugs."
Trump: "By the way I have a friend, he hired three people, they were prisoners, pretty hard-line people. I can tell you, two of three he said are unbelievably outstanding...One he said is good. But that's life, right, that's life. Some are OK. He's OK. Not the greatest."
In his "prison reform" speech, Trump boasts of the stock market, then says it's being held back by the market waiting to see what happens on trade, but he's figuring it out...but this trade uncertainty isn't good for people getting out of prison, or who haven't been to prison.
Trump: "We want the finest, the finest prison reform that you can have. Anywhere. The finest."

This speech has all the hallmarks - ad-lib rambling about other topics, extreme vagueness - of a Trump speech on a topic he does not care about.
Trump prepared text: "America is a nation that believes in second chances."

Trump ad-lib: "And third chances in some cases. And, I don't know, I guess even fourth chances. I don't know about that...We'll go two or three, but maybe we won't go that extra..."
Trump laments the stigma applied to ex-prisoners. Says his reform will make America safer and stronger. He says: "I can tell you as far as people getting out of prison, it's going to be far, far, FAR greater than ever before."
