Going thru newly declassified Clinton-Yeltsin talks. Incredible to see Clinton so clearly invoke Bosnia as a precedent for NATO action in Kosovo. But also his regret over how long it took to act in BiH & how little force was necessary to stop Milosevic there.
Reading their exchanges on BiH, one gets the distinct impression that Clinton profoundly regretted how long he waited to act and that, by extension, the deal at Dayton ended up being the hodgepodge that it was bc of his (& the Europeans') delay. Kosovo becomes his anti-Bosnia.
So, even at the apex of the international community's peacekeeping efforts in Bosnia, between 1996 and 2006 (and these chats are in 1999), you have the primary architect of the Dayton Accords ruminating on the flaws inherent to the deal's conception. I say again, remarkable.
