This is one of those cases where the FBI finds a guy who's not too bright and then does a sting operation-- an FBI informant gives him the idea of doing an attack with weapons the guy would NEVER be able to find on his own, and then they arrest him and throw him in jail forever
I mean, come on-- a fucking anti-tank weapon? The FBI admits that the guy was acting alone, so there's basically no way he could've found that kind weaponry on his own without that FBI informant. 
James Comey was a big fan of doing these stings during his time at the FBI (@ByYourLogic has talked about this a few times I think). It's one of the easiest ways to keep the whole "war on terror" grift going.
