1/ It’s important to keep in mind the different roles played by McGhan and Dowd. McGhan was the WH Counsel. Dowd represented Trump personally and specifically in relation to Mueller.
2/ I’ve previously explained that I believe there was an investigation being run originally out of the WH targeting the corrupt coup plotters in DOJ/FBI and run by McGhan. This is the element that will ultimately be #Phase2.

3/ Dowd walked Trump, the person not the POTUS, through the process of interacting with and submitting evidence to Mueller. In this role there was no need to know what McGhan was doing or what Trump wanted from Rosenstein.
4/ Here’s what we know. Sessions recusal did not limit his ability to appoint Huber to investigate DOJ/FBI. Mueller’s response to Dowd, when Dowd shared the inappropriate FBI behavior, was appropriate: “not in my scope”.
5/ There was nothing more for RR to say to Trump’s personal lawyer. In fact any response could be perceived as inappropriate. Here’s the key, POTUS would know what Dowd was asking about because Trump could speak to Sessions via McGhan as POTUS.

6/ So to assume Rosenstein not responding to Dowd is a sign that somehow Rod was protecting the corrupt actors at DOJ/FBI is an incorrect assumption. It just wasn’t an investigation being managed by Rosenstein.
7/ If you want to be angry at someone for protecting the corrupt coup plotters then you’d have to point your ire at Sessions although I think your anger is misplaced and in the end you will look foolish. I’ll say again it was designed this way for a reason.
8/ Trump didn’t just want quick action against these people. He want overwhelming and decisive action. These offense by Obama admin and then Obama holdovers is “worse than Watergate”. Trump does not intend to let it go unpunished.
