The PM and Jean Claude Juncker presumably have something extra up their sleeve to the Barnier proposals. One EU official put it to me that language of Barnier’s tweets allowed a flexibility that could be worked on by both sides BUT 1
This is not the same thing as legally-binding changes to the backstop. Even if they wanted to change the backstop, which means changing the Withdrawal Agreement, Messrs Juncker and Barnier don’t have the legal power to do so. It has to come from the 27 EU leaders 2
So might the PM get something modest (dressed up as more than modest) tonight and then, if she loses tomorrow’s vote, say she’ll try to push for more from EU leaders st their summit in Brussels next week? 3
