This is pretty remarkable: The Supreme Court, in a decision by Chief Justice Roberts, basically says the Trump administration was lying about its reasons for wanting to add a citizenship question to the census. supremecourt.gov/opinions/18pdf…
The gist of administrative law -- one the administration has struggled with repeatedly -- is that the government can do lots of things, but it has to do them in a particular way.
Roberts is being very polite, but this is how a court says the government wasn't telling people the truth.
This is a tricky opinion. In one section, Roberts says Ross acted reasonably in adding a citizenship question, weighing the costs and benefits and basing his decision on the evidence before him. In the next section, Roberts says Ross' stated reasons were a pretext.
