Now it’s time to look at the much more clear cut issue of what frictions will occur GB to NI..

One way to look at level of trade friction Government has agreed to within UK borders is: compare it to its existing No Deal plans.

Eg-what proportion of steps below from Govt general No deal food exporter flowchart, will apply GB-NI in a deal?

Indeed some of the experts in the field have said to me “all” - but let’s park that for now.

Step 1 - EORI number...

YES. Required in some form now GB-NI, under this deal, as required for Entry Summary Declarations, and customs processes generally. Not clear if UK EORI, or EU EORI, or both.

Not required now, obviously.
Steps 2-6.

Listed premises, find a vet to certify Export Health Certificates, apply for them, arrange EHC inspections..

WAB Impact assessment: “will be additional documentation required for agrifood, could include Export Health Certificates”...
Step 8 - check for tariffs.

Tariffs shouldn’t apply GB-NI, unless export at risk of ending up in EU Single Market under yet to be finalised criteria from Joint Committee. If they are paid, but good doesnt leave NI, then they could be reimbursed, subject to EU state aid rules: /5
Step 9: Labelling:

Yep. Same:

Step 10/11 Agrifood from GB must enter N. Ireland via an EU law accredited Border Inspection Post.

Yep. From Impact assessment “as agrifood enters N IReland, would do so via a BIP or Designated Point of Entry as required by EU law”
Steps 11-13

Upload EHC, prenotify Traces database - something like this would be required, depends on final deal.
Complete Export declaration - Yes.
Import declaration with EU EORI - unclear, perhaps scope for UK authorities to smooth this, though logically yes
14-15
Physical inspections, lab tests, checks at Border Inspection Post. YES
Impact Assessment: “minimum fee €55” for checks, potential for one off and ongoing costs, disruptive consequences” for perishables.. more delays from lab tests”
in short -for agrifood exporter - with deal all steps outlined for No Deal Trade border generally would apply in some form within UK on GB exports to NI, except tariffs, which might be refunded.

Perhaps eased in negotiation by UK-EU alignment, and as UK authorities on both sides
Actually, a NI business figure has just texting suggesting it is actually “all and more” No Deal frictions would apply GB-NI, because the as yet unspecified tariff reimbursement scheme is an extra layer of red tape, even as it seeks to reduce costs...
