@nycsouthpaw Catherine Croft noted that at the time it was unusual for OMB to weigh-in on a policy matter especially given that all other relevant agencies (DoD, National Security Council, State) had already agreed on the policy.
@nycsouthpaw During the time of the first Javelin hold (late 2017-early 2018), Mick Mulvaney was *not* chief of staff but he was acting director of OMB.
