In other words, water's unique properties could be part of the simulation's design to enable consciousness to perceive & interact with the simulated environment.

There are more particle colliders than you may know. Cern is arguably the most infamous. Google has one, Texes has an underground facility, and the navy currently has two. They are working on making them smaller for work in Subs and ships. (See comments!👀)
