Harley Davidson says it is moving overseas because of Trump policies, but it has been moving overseas since at least 2010. It has a plant in India (2011) and Thailand (2017). Harley hurt itself by not adapting its business model for younger riders.
In 2011, Harley Davidson announced plans to open a factory in India to produce the new Street 500 & 750 models. The company also expressed interest in moving overseas in 2009 due to employee costs.
So, where are Harley-Davidson motorcycles made? All over the world, actually. But those sold in America, are assembled here in the United States, using a lot of foreign made parts. Harley also opened a plant in Brazil in 1998.
For a company saying it is moving overseas due to Trump policies, it seems it was already making those decisions years before Trump became president. Not adapting its business model to changing rider demographics has hurt Harley Davidson, not government policies.
