There's no excuse for this. Normally, I would say VA's CIO should resign. I can't say that, however, because VA hasn't *had* a CIO since the Obama administration.
The Trump administration didn't even bother nominating a VA CIO until this July--a year and a half into the term.

The acting CIO is a Trump operative who has, of course, been accused of harassment. politico.com/story/2018/04/…
Being a shitshow has consequences. And in this case, it's negatively impacting America's war veterans--the people President Trump insists he cares so much about.
And I will say this, since I was there: In 2009, Secretary Shinseki took pointed, vocal criticism over implementation of the Post-9/11 GI Bill from vet groups and the media for *far* less than this.
In May, top House and Senate Democrats wanted VA's acting CIO--the man responsible for implementing the Forever GI Bill--fired due to "allegations of professional misconduct."

The White House stood by him. Now the GI Bill doesn't work.

The last VA Secretary, David Shulkin, accused Acting CIO Camilo Sandoval of plotting to privatize VA services.

Shulkin was fired.

Then Sandoval tried to implement the Forever GI Bill by outsourcing it to Booz Allen Hamilton. Now it doesn't work.
Read this emblematic quote in the NBC story. It's from an Afghanistan veteran using the GI Bill:

"'I'm about to lose everything that I own and become homeless,' Roundtree said."
