The writer put the word *loitering* in quotes for some reason. Loitering always happens outside homeless shelters and housing. And the people doing the loitering will be doing drugs, pan-handling and whatnot. Who wants to live around that?
Why be a billionaire if you are unwilling to exercise control over your environment?
I lived in homeless housing for nine months. There were all kind of riff-raff -- including dealers and working girls -- hanging around outside the facility, especially at night. I can imagine how comparatively low the property values were for the homes surrounding it.
I would not buy a house over there to save my life.
Because of my former living conditions, I have a certain amount of empathy for the homeless. But, as a former homeowner and one who hates noise and chaos, I see that side, too.
One thing, though. Some of these billionaires are probably of the ilk who shakes their fingers at the rest of us about helping the homeless.

Will remember this story for the next time we hundredaires and thousandaires are chastised for our "lack" of compassion.
