IS claims for the first time having a presence in #Mozambique, assigning the country to IS's so-called "Central Africa" branch. In a claim on 4 June, IS said it repelled an army attack on its militants in the northern Mocimboa da Praia.

Worth noting that in his message of 29 April, IS leader al-Baghdadi welcomed to the fold new joiners from “Khorasan” whom he said had defected from other groups. Cd be related
In 2014 IS spelled out certain conditions that needed to be met in any given country or group to merit the title “wilayah” - although the group has been far from consistent in applying these conditions.
In 2014, IS said affiliates that had yet to make the grade as Wilayah needed to either appoint a single leader, where multiple grps had pledged allegiance in one location, or establish a direct line of contact with IS central leadership to receive directives from Baghdadi. See:

1) #ISIS puts into practice the hit and run tactics it has been detailing in its weekly paper al-Naba under a series called "Temporarily capturing cities". The group has been increasingly claiming briefly seizing small, remote areas in Libya, Iraq and Nigeria.
2) It's part of IS's war of attrition, highlighted by its leader al-Baghdadi on 29 Apr.
3) Repeated raids on isolated areas will weaken the enemy's defences, turn locals against security forces for failing to protect them, allow militants to seize weapons & supplies (& hostages to bargain with), & avoid direct confrontation with a superior force, says IS via Naba
