At some point in the indeterminate past the US became responsible for central America and Europe for Africa.
It did not happen explicitly but tacitly, as a cumulative result of expectations.
It's like being in a restaurant and the waiter comes with the bill after everyone has eaten. Everybody reaches into his pocket and so do you, thinking you're going to split the bill. But everyone pulls out a comb and you're the only one with a wallet out.
