Ooh goody, the non-paper. The most ridiculous term since Most Favoured Nation at the WTO. In both cases means the opposite of what it seems to mean.

Interesting how yet again the UK has to follow the process EU insist upon, after big talk of not doing so.
I wrote a non-paper once. In keeping with the name I think it had no great effect.
The former (and probably current) civil servants are nodding at that one... yes, those non-papers that were going to make a difference, where we sweated over the exact words for weeks, whereupon... nothing much happened, and if you're lucky one person referenced it...
