But judgment is the job.
The administration's job is to provide relevant information to Congress IN ADVANCE of any action, so no assumptions are needed.

This is how the system is designed.
Designers call this 'setting user expectations.' It's a critical feature of any system - subvert expectations, and users feel cheated - even violated.

If the system is subverted, you have no right to blame those who are trying to do their job with limited information.
It's the same as if you fire someone for not logging in to a time-tracking system when they arrive at work, but they only didn't log in because someone removed the username + password fields.

The question is: was it intentional, or was it sheer incompetence?

We know the answer.
But right now, that answer doesn't matter. What matters: someone blocked a major functionality of the process, and that person is the one who is incapable of doing the job they were hired to do.

And any good manager knows it's time to move them into a job they can handle.
