Simple: because Trump believes he is above the law.

They are using the exact same rules that were put into place by House Republicans in previous Congresses.
@RepJeffries Executive privilege does not allow the executive branch to block evidence of its own wrongdoing—and, even if it did, Trump has never actually asserted executive privilege in the impeachment investigation, only threatened to do so.

Trump's claims are no less laughable.
