This is just the latest in a string of corruption & money laundering cases implicating Naresh Goyal. I'll try to run through a few of them! Money laundering, fraud, foreign exchange manipulation, & more! 
He and his wife own a variety of private companies including several outside India. They have been barred from leaving India as the investigations continued. Seems his companies had a habit of losing money... That is often what laundromat's do...
Looks like there are concerns the bankruptcy was being used as a means of laundering money. Money borrowed from banks to keep the airline running...
Seems the airline was created in 2001 as a front for Indian organized crime groups.

The airline has also been connected to the Gupta family in South Africa, a family of Indian descent that has corrupted much of the government in South Africa to enable money laundering & other crimes.
The Trump Admin slapped sanctions on the Gupta's in October of 2019
Last month, Pakistan's largest bank came under greater scrutiny for it's ties to money laundering that was also connected to the Gupta family.

South Africa has been a major focus of global swamp draining investigations. The corruption between the ANC & President Zuma & the Guptas has gained a lot of focus & investigators!
Things have gotten so bad that ANC leaders are hiring hit men to kill each other to get rid of rivals/witnesses to try to escape the Swamp draining that is under way!
I suspect this is connected to the $2 Trillion per year South African money laundering network that was exposed in January.

She gave the horribly Swampy tanker deal to Boeing as a parting gift as she left the Pentagon & joined Boeing in a quid pro quo for tens of billions of taxpayer dollars.
