Today, we announced that previously planned changes to complex modifiers will not go ahead on March 31st. 1/4

We heard concerns expressed by physicians that reducing complex modifiers would lead to ten minute medicine and that it could also increase pressure on our emergency rooms. 2/4
While I respectfully disagree with that characterization – we are stopping this change, so that doctors can focus on the critical tasks at hand. 3/4
These are unpreceded times, and we want to ensure that physicians on the front lines can focus on patient care and the COVID-19 response. 4/4

I’m happy to explain again Bill 21 and the termination of the AMA Master Agreement. Thread 👇
First, the main point of the AMA Master Agreement was to give the AMA a veto on any change to the Schedule of Medical Benefits. It is true that now that there is no Master Agreement, that the AMA no longer has that veto power.
Second, we executed a negotiated termination clause in the Agreement: the termination clause says “by operation of law”.

Operation of law can happen in three ways: legislation, Order-in-Council, or Ministerial Order. Bill 21 made it clear which of the three it could be.

Paying physicians this way, and not Fee-for-Service, is called an Alternative Relationship Plan. Capitation models are one of four ways of paying thru an ARP. Right now in Alberta only about 13% of physician compensation is through an ARP. Some provinces are 3x where we are.

Today we announced two major policy changes in our office.

The first is to stop charging status sentencing enhancements that contribute to mass incarceration, worsen racial disparities in our system, and make us less safe. theappeal.org/san-francisco-…
45% of people serving life sentences under the Three Strikes law are black.

Gang enhancements have been widely criticized as unfairly targeting black and brown populations.

We are ending these practices because they don’t work and they make us less safe.
The second policy is to presumptively stop charging possession of contraband crimes when the search stemmed from a “pretextual stop”.

Like stop and frisk policies, pretextual stops disproportionately impact black & brown individuals and decreases public safety.

First, JK starts out by praising Macdonald for his 'audacity of vision.' 'Audacity,' actually, is an interesting word choice (with dual meanings that JK probably doesn't know): boldness/disrespectful. JK emphasizes the former, let me highlight the latter by analyzing his note.
In the greeting, JK uses 'audacity' to boost JAM's 'boldness' to build a country, but he willfully whitewashes the fact that Canadian nation-building was buttressed by JAM's genocidal policies (war, starvation, and residential schools - all on JAM's watch).
