1) In opening article of latest issue of #ISIS’s Al-Nabaa, it underscores the attacks in #SriLanka & #SaudiArabia as signs of “raising Caliphate banner in new arenas & empowerment of mujahideen in other arenas, & return of Caliphate soldiers to areas the infidels thought...
2)...that they ended the presence of the Caliphate soldiers in completely. The days are pregnant with more disappointments for the enemies of Allah.”
3) This very statement is what many analysts and journalists (ie. @rcallimachi @MiaMBloom @AmarAmarasingam) have warned about. The decentralization of #ISIS outside of #Iraq and #Syria is becoming more evident...
4) ... and it would behoove us to look into geographies that haven’t been traditionally ISIS operational territories and evaluate the risk from potential emergence (or awakening) of terror actors who’ve supported its ideology but haven’t resorted to violence yet.
5) Such territories exist & are not far from reach of violent actors. We can’t discount areas based on assumption that they aren’t conventionally where violent jihadist groups have operated or expressed interest in operating (ie Sri Lanka, Congo, a number of others)
6) It’s clear that targeting Christians as “soft targets” isn’t new, but most certainly we have let our guard down, even though Christians and other religious groups that #ISIS deems part of the anti ISIS coalition have been targeted at their places of worship.
7) We didn’t connect the dots & that’s largely our failure as much as it‘s strength of #ISIS decentralization of terrorism. We should absolutely go after ISIS & other violent jihadist groups; at the same time put security measures in place where jihadists professed they‘s target.
