Where either the House or Senate has passed a resolution or bill with a majority that exceeds that which is necessary to overcome a Presidential veto, the other house must take up the resolution or bill within 48 hours with debate limited to one legislative day.

3. No legislative rule or device can block the vote and should the other House, for any reason, fail to hold the vote as set forth in his Amendment, it shall be considered passed unanimously by that house and immediately presented to the President for signature.
4. Should the President veto the bill or resolution, then both the houses shall have the next two legislative days to hold a vote on overriding the vetoed resolution or bill and, failing to vote within that period, shall be deemed to have voted unanimously to override the veto.
5. And, upon the concurrence of both houses, including as set forth in this amendment, the bill or resolution SHALL be come law.
