the common conspiracy conception of "who is doing this" is just one way of looking at things, the other way is to work backwards + see that there are conditions, intentionally imposed or not, that allow things to happen. if you remove "actors" from the situation its much clearer
is someone intentionally creating a hyper saturated impossible to navigate overflow of information that the average person is paralyzed by? or is it just happening "unintentionally" because of a variety of complex factors? false dichotomy and often irrelevant. result is the same.
