My personal view on how various entities have done:

Huge variation among states and cities. Some were way ahead of the curve (OH/CA/WA) and others were late to act (NYC, NO, FL).

The fed response has been average. They have done a lot right, but had a few huge screwups.
What we did right:

- Travel restrictions in late Jan
- Pre-empted healthcare crisis. Hospitals being set up now and equipment being distributed before peak crisis, which will allow us to avoid a comparable situation to Italy.
- Imposed social distancing in a reasonable period.
Mistakes that could have been avoided:

1) Testing- FDA/CDA had major screwup in manufacturing testing and wasted 6 weeks until allow private labs to ramp up capacity.

2) Trump and other officials downplayed threat for 1-2 weeks in March.

Other complaints are mostly BS.
Re 1) It was mostly a function of the FDA bureaucracy that is a reality across administrations. Those decisions were unlikely to ever reach Trump. He is ultimately responsible and possible someone could have stepped in, but not convinced another POTUS would have had an impact.
Re 2) This was on Trump, & could have played out differently with another POTUS. Feds were doing many of the right things, but Trump clearly downplayed the threat because he was concerned about political impact of acknowledging to him and the markets. Those couple weeks hurt us.
