I am going to presume that Herring is referring to the FBI's unanimous recommendation: no charges.

Herring compares the investigation to the investigations into David Petraeus, Sandy Berger and Bryan Nishimura, and goes on to say that Clinton barely touched the sides of those investigations.
"The FBI did find evidence that Secretary Clinton and her colleagues were extremely careless in their handling of certain, very sensitive, highly classified information. And with that, case closed, good luck in your future career, MADAM PRESIDENT!"
Herring, this is a mess. You say that what Clinton did would result in FBI dismissal, at least, but then you're referring Grassley to the Department of Justice - just to hear the FBI's unanimous recommendation of completely innocent.
