Splošni pristop glede zakonodajnega predloga Akta o digitalnih storitvah (#DSA), ki so ga minuli teden sprejeli ministri za gospodarstvo na zasedanju Sveta za konkurenčnost (@EUCouncil | #COMPET), odraža neambicioznost članic EU pri zaščiti pravic evropskih državljanov na spletu.
Oba zakonodajna dokumenta, poleg #DSA še Akt o digitalnih trgih (#DMA), sta pomembna za enotni digitalni trg. Čeprav splošni pristop, ki ga je sprejel @EUCouncil, predstavlja določen napredek, pa še zdaleč ne zagotavlja ustrezne ravni varstva evropskih državljanov in potrošnikov.
Pripravo splošnega pristopa zaključuje tudi Odbor Evropskega parlamenta za notranji trg in varstvo potrošnikov (@EP_SingleMarket | #IMCO). S tem bo tlakovana pot, da Svet EU (@EUCouncil) in Evropski parlament (@Europarl_EN) prihodnje leto pripravita končno besedilo #DSA.

#DSA IMCO talks on targeted behavioural advertising (aka tracking-based advertising aka surveillance advertising) are unfortunately not going into the right direction. Let’s be clear. 1) Consent is already a requirement under GDPR. However, no valid consent can be given to 1/8
surveillance advertising as consent requires elements of transparency and control, made impossible by the opaque tracking industry and the multitude of parties receiving our data (≠informed consent). Thanks to @johnnyryan for also stressing this in last week’s IMCO hearing.2/8
2) Banning surveillance advertising ≠ banning online advertising. 3) Advertising can still be relevant without surveillance, e.g. when targeted based on the content of a visited page. People actually prefer contextual advertising and believe it is more credible.@BuggeErik 3/8

Der medienpolitische Teil zu #DSA/#DMA liest sich schlimmstenfalls als Unterstützung der Idee, dass Plattformen nicht nur #Leistungsschutzrecht für Presseartikel zahlen sollen, sondern auch gezwungen werden, diese anzuzeigen. Das behindert Vorgehen gegen Desinformation! #LSR Image

Some approved experts would be allowed under certain condition, access to some inside data from the platforms.What can go wrong ? Let’s ask the annoying quetion : what kind of access, what is "data" and how do we plan to organise the "vetting"
"access" does not means a "right to publish". Data, used, stored, accessed or published are governed by General Data Protection Regulation. #GDPR is highly protective of users, but, platforms like to use GDPR to shut down researchers accessing their data (like @algorithmwatch)

Last year, the EU introduced the #DigitalServicesAct as part of a package of anti-monopoly measures aimed at US-based Big Tech. EU regulators could lead here, since - unlike US regulators - they don't have to worry about Big Tech as a source of national "soft power." 1/ The EU flag, backed by a maze of circuit-board traces.

Wie sorgt man für ein Minimum an Meinungsfreiheit innerhalb der Europäischen Union?

Indem man allen EU-Ländern erlaubt, Online-Inhalte anderer EU-Länder löschen zu lassen.
Das ist leider kein Scherz, sondern ein Vorschlag aus dem EU-Parlament.

Anders gesagt: In Deutschland ist etwas legal, in z.B. Polen aber nicht - also kann Polen die Löschung veranlassen.

Das würde im schlimmsten Fall dafür sorgen, dass sich in der gesamten EU die repressivsten Gesetze eines einzigen Mitgliedstaates durchsetzen könnten.

CDU/CSU ist ungewöhnlich unspezifisch in diesem Bereich, will nur behutsame Regulierung im AGB-Recht, aber keine neuen harten Regulierungen gegen Unternehmen. Das ist verständlich, da die Union Digitalisierung eher eindimensional im Sinne von digitaler ist besser betrachtet.

La situazione ovviamente peggiora.

Il dato positivo è che alle elementari iniziano sempre più a comprendere che è una follia segnalare e diagnosticare le difficoltà di apprendimento invece che fare di tutto per recuperarle (il dato percentuale diminuisce anche rispetto alle due precedenti rilevazioni!). Image

Alle superiori invece superano il record del report scorso, detenuto delle scuole medie. Siamo ora all'assurdo di avere il 9.3% di studenti con diagnosi di DSA frequentanti le superiori.

Una "patologia" più diffusa di ogni altra.

The European Commission presents an interesting proposal to regulate high risk AI systems. Hey, we’re on our way to become a global standard setter and to align AI with democratic European values. Or aren’t we? Here are some of my preliminary observations:

AI systems that manipulate human behavior “to the detriment” of the persons using the systems shall be banned. That is a great idea. But the devil is in the detail. What does “detriment” exactly mean and how can those persons know and prove they have been manipulated?
AI systems used for “indiscriminate surveillance” shall also be banned – if applied “in a generalized manner to all natural persons without differentiation”. Does that qualify as a ban of targeted (surveillance) advertising? Asking for a #DSA shadow rapporteur.

1/ I don't know much about how military top-brass think that led to this coup.

But I know for a fact that the whole military structure was built upon separating their lives from the civilians apart from power sharing, doing business (MEHL, MEC etc) and asking for budget.
2/ They only live in their own military compound and not allowed to associate much with the civilians. When I was young, my family couldn't afford a motorbike. So with the help of a family's friend in military, I have to take military trucks that send their kids to the school.
3/The kids at my age don't talk and ask much about me and life outside their military compound.They will come to school with their military trucks, study and go back with the same truck at the end of the day.They are not allowed to go out with friends even during or after school.
