The US Defense Department deemed the possibility of ISIS overrunning Damascus in 2015 to be a form of "catastrophic success," according to @ExumAM because the US was trying to overthrow the Assad regime.
The Obama administration's fear of "catastrophic success" helps explain President Obama's complacency about Russia's intervention into the Syrian war. Some in the administration thought the US & RU should work together, others not b/c it meant working with the Assad government.
