#China struggled to reopen today- especially firms in the #globalsupplychain. Manufacturers dealing with a tangle of conflicting requirements that vary province to province, city to city. Most being asked to provide extensive prevention of #coronavirus before they can reopen.
#GuangdongProvince requires 4 steps:
1) set up prevention/control protocol 2) quarantine non-local/migrant workers
3) supply protective gear for all workers
4) conduct routine temperature checks/disinfection
Factories meeting demand can apply for approval from local authorities.
For those with factories in #Shenzhen, the city explains its application process here: sz.gov.cn/cn/xxgk/zfxxgj… #coronavirus
For suppliers in #Dongguan, #Foshan, #Guangzhou, #Taishan, #Zhuhai, those cities have a 5th requirement: 5) prevention education. Protective gear should include masks, gloves, goggles, temperature guns, disinfectant, 75% alcohol, & a barrel for used masks. gz.gov.cn/zt/qlyfdyyqfky…
#ZhejiangProvince. Suppliers in #Hangzhou can apply to reopen after Feb 9 if they meet prevention requirements. #Wenzhou outright delayed production date to Feb 17 (except for essential companies.) #CoronaOutbreak
#Shanghai says companies can resume work on Feb 10. Local authorities encourage factories to shuffle shift times to avoid peak travel times on public transportation.
Baoshan district though requires its companies to get permission from authorities before they can restart. #virus
#HenanProvince. #Zhengzhou (where @Apple supplier #Foxconn makes #iPhone) posted timetable when factories can reopen:
Feb 10: firms w/ mainly local staff and locally self-sufficient
Feb 17: firms w/ little staff from epidemic areas, roughly self-sufficient
Feb 24: all factories
#Zhengzhou explains the production table here: zhengzhou.gov.cn/html/www/news6… #coronavirus
#ShandongProvince, #HebeiProvince require factories provide prevention measures and apply for verification before reopening. #Shandong keen to get factories up and running. District in #Yantai promises to approve applications within 24 hours. #CoronavirusOutbreak
For #HubeiProvince, most affected area incl. #Wuhan, latest official notice is from Jan 29 when governor said companies shouldn’t resume work before Feb 13. (Local authorities likely too preoccupied to update🙁. Many on #China social media doubt factories will open on Feb 14.)
#Tianjin manufacturer says his firm still waiting for permission to open factory. Has sourced masks but no clear criteria for application. His industrial zone barring some employees from coming to work because they are not local- but they only live a few miles away. #coronavirus
#Yiwu buyer for big box US retailers tells @CNBC Yiwu factories not allowed to reopen w/o permission. One key barrier is workers traveling from other places (not just #coronavirus hot zone Hubei) must be quarantined for 14 days so many factories stuck, cannot reopen for weeks.
He said cargo agents in #Ningbo also struggling. #Zhejiang factories have goods to deliver but complain there are no ships. #coronavirus
All reporting points to serious disruption in #globalsupplychain. Very unclear when #manufacturing will return to normal. #CoronavirusOutbreak #China
