Hi nat sec community & Journos,

As we debate what the Chinese government has done wrong in Coronavirus response, please be specific how you define your actor.

Chinese government vs. Chinese.

We make these distinctions in other areas where there's underlying discrimination.
Being specific about the actor helps assign accountability to the people who made the decisions.

It avoids casting blame on people who have nothing to do with the decision.
More importantly, for those of us who have criticism of the Chinese government and Xi, separation between the government's response and talking about China writ large helps allow the people of China to be on our side in criticizing their government.
But overbroad language about "China" or "the Chinese" lumps them in with their government, allowing the Chinese government to claim our racism to shield them from their own culpability.
And given the diversity of America, the over-broad language gives rise to incidents of racism to Chinese-Americans, or people who are assumed to be Chinese-Americans.

There are both geopolitical and domestic reasons to be specific.
