[Thread] New 🧵 on the #StrategicCompass, this time on one timely provision of the EU treaties: the mutual assistance clause (article 42-7 TEU).

1/ Introduced by the Lisbon Treaty, the "mutual assistance clause" of article 42(7) of the Treaty on EU states that if a member state is the victim of “armed aggression on its territory” other states have an “obligation of aid and assistance by all the means in their power.”
The clause does "not prejudice the specific character of the security and defense policy of certain Member States" (neutral countries), and is "consistent with commitments under NATO, which remains [for its members] the foundation of their collective defense."

[Thread] New 🧵 on the #StrategicCompass. Let’s explore another measure of the Compass: EU-backed coalitions of the willing (under article 44 TEU).
1/ What the #StrategicCompass says: "By 2023, we will decide on practical modalities for implementing Article 44 of the Treaty on EU to allow a group of willing and able Member States to plan and conduct a mission/operation within the EU framework".
So, the basic idea is to better use the flexibility offered by the EU treaties (article 44) to quickly launch 🇪🇺 operations undertaken by a group of willing and able European countries.

1. The release of this document is important in itself. Putting it together was a long and complex process. It was a difficult but valuable effort to bridge MS national interests/concerns & present a cohesive >>
"plan of action for strengthening the EU's #security and #defence policy by 2030."

2. The objective of making the EU "a stronger and more capable security provider" is rather ambitious. Especially since the doc admits that EU security & defense will be complementary to #NATO >>
"which remains the foundation of collective defence for its members".

3. However it should be noted that the objectives under the 1st of the 4 pillars (i.e. Act) can enhance the EU's military and security role. These include:

- a Rapid Deployment Capacity of up to 5000 troops>

[Thread] The EU member states have adopted today the #StrategicCompass. A long 🧵 on this important 🇪🇺 document:
1/ The origins: the development of the #StrategicCompass was launched under 🇩🇪 presidency of the EU in 2020. The previous 🇪🇺 strategic document, known as the EU Global Strategy, dated from 2016. 🇪🇺 countries therefore thought that a new roadmap on security and defense was needed.
As stressed, “the new strategic landscape requires us to act with a far greater sense of urgency and determination and show mutual assistance and solidarity in case of aggression against one of us. The moment for decisive steps to ensure our freedom of action is now.”

Entering the summit of 🇪🇺 defence ministers in Brussels, 🇩🇪German Defence Minister Christine Lambrecht says the EU's new rapid military deployment capability will be the "military heart" of the new European security policy.

It's a "clear signal" to 🇷🇺Russia, she says.
🇫🇮Finland's Defence Minister Antti Kaikkonen says the #UkraineWar means there must be "more cooperation" in 🇪🇺EU defence, and "more steps forward".

"I hope we get results today, and later this week."

#Finland is not in #NATO but has recently been participating in NATO summits.
The defence minister of 🇸🇪#Sweden, also not in #NATO but recently in meetings, sounds same tone on the need for 🇪🇺EU to coordinate its military response.

He also echoes other ministers today on #Mariupol: "What Putin and the Russian government are doing is a repeated #WarCrime"

🇪🇺🇺🇦👇important contribution. Start of debate forcing itself onto #EU agenda when Leaders meet for 'Growth summit' in Versailles next week.
Personally I have no doubt a "doubling-down" on EU #borrowing capacity in time will be necessary -- but not necessarily as proposed.
As a quick take, I think @benjaminhaddad @maxbergmann's proposal:
- lacks ambition in the most adverse scenario (1⃣) (obvious)
- faces question about EU borrowing priority in world we are waking up to tomorrow (2⃣);
- requires discussion of European defence fundamentals (3⃣).
1⃣ Worst-case: rest of Europe gets pulled into war w/ Russia. What nobody wishes, is not inconceivable.
We are then talking about something entirely different in scale in terms of mobilising resources across society, including issuance of war debt, to finance the effort.

Why Europe's #StrategicCompass Points to Trouble Ahead 🧵
1. The EU's #Gymnich meeting last week confirmed the direction of the Union's draft security strategy, the 'Strategic Compass
This is bad news - for the #EU, the #US, #NATO & liberal ordering.

2. Many experts have worried that the compass will just be another false dawn in European security and defence - more big promises without the possibility of delivering the capabilities needed to make good on them. In short - the EU's ego is writing cheques its body can't cash.
3. That ongoing capability gap will cause problems BUT its not the biggest risk the new strategy poses. The #StrategicCompass presents the darkest worldview ever avowed by the #EU- a far cry from its previous- & successful -progressive, optimistic approach
