Saw this earlier and wondered if there was another sting involved here. I can't do too much digging right now, but I came across a few interesting things, so I'll just post what I found for now.
This WSJ article linked from JW goes into more detail on the Bellefonte Nuclear Plant, Cohen, and.....#Qatar.

The donor was Franklin L. Haney & he was going to pay Cohen, but the deal never actually went through.

3/ It has been assumed that—if the Steele Dossier's intel is accurate—the reason the Dossier says the Rosneft sale was of 19% but the amount of Rosneft bought was 19.5% is that the additional 0.5% was transferred to Trump as a brokerage fee. A 0.5% cut would be over $282 million.
