But the article claims $115 million of that is earmarked to build a new barracks on the Naval base to house enlisted prison staff under one roof
But what else was in that bill?
But nothing for Camp 7 at Guantánamo.

The land for the base was granted to the U.S. by Cuba in 1903 for helping the Cubans defeat the Spanish.
In later years, Cuba was not a fan of that deal.
In 2015, Rep. McKeon, declared the prison infrastructure had an overall capacity for 800 captives. Navy Adm. Kurt Tidd, told Congress in March that with degraded facilities and a downsized prison the capacity was around 65

Also, officials at the detention center said they could take in about 40 more male detainees without any changes to staff levels and about 200 if additional guards are brought in.
It seems Gitmo is being updated and upgraded, but not the detention or holding cells themselves. Just the barracks, the school and the war court
But POTUS has certainly been paying attention to the place.
