One of the important things to note is how Gerasimov emphasizes that the MoD has the decisive role in overseeing both military and non-military measures in warfare, which is part of the turf war between the MoD and other Russian power structures for certain responsibilities. 6/

In reality, the MoD has not had complete authority over Russian government actions in Ukraine, Syria, and elsewhere where the FSB, Rosgvardia, and PMCs have played their own roles, occasionally at cross purposes to that of the MoD. 7/
