Obama Reallocated Funds Without Even Declaring Emergency Or Giving Any Reason At All
Democratic threats not only sound hollow, they are disingenuous as well. A Democratic President already did far worse. He reallocated funds in the middle of the night.

Not only did Obama reallocate funds, he did it without any declaration, disclosure or discussion. He did it against the explicit will of the Congress to the contrary.
When Obama did it, the 'legal' justification for spending money that Congress had not allocated was that the Congress had not explicitly forbidden reallocating any funds. Has Congress done that in last year's budget? Has Congress forbidden reallocation?
If Congress has not explicitly forbidden by law any reallocation of funds, then Obama doctrine should legally hold, and President Trump should be able to reallocate funds just like Obama did. Why declare an emergency? Totally unnecessary. Just do what Obama did. Period.
