It still references the infamous 2013 ICO 'memo' that had to be withdrawn due to citing the wrong threshold for data processing (unlawfully replicated in 2014 child protection guidelines) & contains case studies that contravene 2016 @UKSupremeCourt #namedperson judgment.
Making referrals w/out consent that families are under no obligation to take up, is, at best, a waste of scarce resources, but is used primarily as a bullying tactic. Still constitutes data processing & arbitrary interference as it's not 'necessary' if state offering is rejected.

Some public bodies are at least trying to get it right. Argyll & Bute, for example, are heading in the rights-respecting direction and should 'cascade' the learning to counterpart councils of more totalitarian persuasion who are in need of reprogramming (i.e. most of them).
