There's basically just a bunch of armed angry assholes who want to shoot at civilians while trying not to get shot at by other armed angry assholes. Sometimes they use religion as pretext to shoot civilians. Sometimes they use the same religion but not pious enough as pretext.
Sometimes we can get some groups of armed assholes enough guns that they can shoot the other armed assholes they're predisposed to shooting.
Sometimes in our rush to get certain groups of armed assholes to shoot at groups of armed assholes we fuck up and pick the wrong ones.

Really, the solution is to stop giving weapons to the armed assholes, but ultimately that won't stop them from getting weapons to shoot at innocent civilians and each other, because armed assholes are gonna be armed, and gonna be assholes.
