Kenney is creating animus and hostility amongst Dominionist Christians and paleolibertarians (his primary support base) who are the ones objecting to the premise that substance abusers lives are as valuable as those who aren’t addicted.
This support base believes it’s a moral choice and/or a weakness of character. Anything less than prosecuting substance abusers for drug & nuisance crimes and maybe informing them of treatment facilities they enter at their own expense, is seen as costing society too much.
Yes, this means delisting substance abuse treatment is a possibility and probably being considered by UCP. Maybe even under conscience rights.
Imagine medical personnel refusing to treat addicts in distress. That would be a disaster. Thousands would die. But that’s the point.

They believe in punishment for the abuse, not support. And if that means the addict’s untimely death, then so be it.

That’s why the mentally ill are shunned. Dominionists believe it’s the devil or rejection of god creating mental “illness.”

Paleolibertarians have no use for a centralized government at the federal level except to facilitate trade and to defend the various districts of the nation state.

He can cry foul and use any court proceedings to build national support for provincial purview rights. That’s what cons mean by unity.
