Basically, Putin - through Medvechuk - is threatening that Ukraine must accept the status quo (Minsk Agreements, Normandy Format, "special status", Steinmeier Formula, "frozen conflict"). In other words, the loss of the occupied Donbas to Russian influence and control. 2/3
And the only "alternative" to the status quo is "to lose Donbas as part of Ukraine, to lose its residents", which can only mean some kind of Crimea-style "referendum" and maybe Russian "peacekeeping" forces, leading to annexation by force of the occupied Donbas by Russia. 3/3
