Part of the Dec 2017 agreement (& bill) was to continue in EU science to 2020. Now it's blown.

That in turn facilitated Horizon 2020 participation until 2020.
Grants can take many months to prepare and evaluate. It matters.
Why? Because they could spend moths writing a grant, only to have you pull the plug on the agreement and they're suddenly ineligible.
Outside a science agreement, there's no ECJ legal oversight for EU to pay UK labs:

That means a UK scientist is not going to take a gamble *right now* on months of work for a prestigious grant if you could pull the rug.
