You've just instructed UK scientists to stop writing Horizon 2020 grant applications.

Part of the Dec 2017 agreement (& bill) was to continue in EU science to 2020. Now it's blown.

100% irresponsible.

For a start, there's Vote Leave's pledge during the referendum:

"Ministers campaigning to leave the European Union say that they will “continue to fund EU programmes in the UK until 2020” in the event of a Brexit, including research funding."

That pledge was ignored by Govt after the referendum as they flirted with not honouring payments. Then finally made good in the December 2017 agreement -which agreed the divorce bill and agreed FoM, etc until 2020.

That in turn facilitated Horizon 2020 participation until 2020.
That meant UK scientist could continue applying for Horizon 2020 grants, safe in the knowledge that they would be eligible for H2020 grants not just up to March 2019, but for the full programme.

Grants can take many months to prepare and evaluate. It matters.
You have just instructed UK scientists that grants they may be preparing now may be a complete waste of their time. They should stop.

Why? Because they could spend moths writing a grant, only to have you pull the plug on the agreement and they're suddenly ineligible.
Just a failed deal by itself would cause instant disruption, as has been well documented (below)

Outside a science agreement, there's no ECJ legal oversight for EU to pay UK labs:

But you've gone a step further - and announced right now that the UK is not good for its word. The UK might not honour any payment whatsoever.

That means a UK scientist is not going to take a gamble *right now* on months of work for a prestigious grant if you could pull the rug.
By the way, @DominicRaab - on that Vote Leave pledge to continue paying for EU science funding until 2020.... you're one of the signatories.
