Despite globalization, game-changing technology, and important demographic changes, America's approach to workforce preparation today is more or less the same as it was decades ago.

RAND experts took a systems approach to rethinking the status quo and how it's failing many Americans. They explored how educators, employers, workers, and other stakeholders can rebuild the current system to bring about much-needed transformation.
First, the researchers explored what's wrong with the system now. They found that workers:
🔸need to re-skill but have no clear path forward
🔸don't have equal access to training
🔸face less stability and more risk
At the same time...
🔸Employers struggle to find workers with "21st-century skills"
🔸Educational institutions are slow to change
🔸Useful information is hard to access
🔸There are too few ways to develop and try out new strategies, reforms, and policies
How can the nation’s employers, workers, and education and training organizations better collaborate to thrive in the 21st century and beyond?
We identified two central goals for a modern workforce development & employment system:
1️⃣ensure that people have equitable access to opportunities for acquiring in-demand skills throughout their careers
2️⃣ensure efficient matching & rematching of skilled workers w/ suitable jobs
This transformation should be guided by:
🔹data and metrics to track processes and monitor outcomes
🔹tools to support the design of innovative solutions—followed by rigorous testing
🔹mechanisms to disseminate, scale up, and further refine proven approaches
