This is important, and it's arguably the same way Hillary Clinton was screwed. I remember almost no reporters asking her, "What's your plan for X?" It was always "Can you tell us about that time you did X?" She had pages and pages of plans and never got asked about them on TV.
Mind you, she still found ways to bring up her policy proposals! She crammed them into every interview and town hall and debate, but it never mattered because reporters always changed the subject to her opponents' attacks on her record.

Gillibrand is getting the same treatment.
There is no reason Gillibrand shouldn't be a first tier candidate. She has one of the most progressive records on legislation AND nominees. She's a senator from the fourth-largest state and her policy platform is solid. But you'd never know this from the way the media treats her.
