1. We need to deal with Syrian war crimes. Our @USSOCOM can witness that no human rights violations like those during the Bush administration have been sanctioned or even reported regarding #Daesh detainees. I wish @ColMorrisDavis would confirm that. If I'm wrong let me know.
2. For 2000 and the previous 2019 NDAA Congress has provided for Syrian War Crimes but the statute doesn't allow anything that could be considered to help Assad's regime judicial system. I think it was likely inadvertent but the statute makes a good argument for Assad
3. to simply accept that NES is going to be autonomous and allow for development of democratic judicial institutions. If Assad recognizes NES courts' criminal judgments, trials can start. Time is not a friend of justice. Prompt case disposition protects the innocent and assists

5. These trials are mostly logistics. The UN has to authorize the tribunals. Allow the form and rules to be approved and then commence them. They have to get started. I don't like the idea that countries have forsaken their responsibility to deal with their own people
6. but I'm pragmatic and if the job needs to be done so let's get on with it. Suggestions: I would triage defendants to see greatest judicial resources are focused on the greatest threats. For the women who claim not to be criminally culpable we need to make a determination
7. early to address the issues of these folks' children. For the men, I suggest all Syrian nationals be segregated from the foreign fighters. The later should then be tried and receive up to life in prison. Prosecutors should have the discretion to make deals to certain minimums.
8. Syrian nationals should be held pending the establishment of democratic judicial institutions in their home territory who with the people of the regions they victimized have responsibility for imposing justice.
9. The cost of housing the foreign prisoners will become a continuing financial obligation of the foreign fighters lawful state. And termination of citizenship will be considered ineffective to remove the financial obligation. In time stepped increases in costs
10. will encourage repatriation. These are my suggestions. Please feel free to do anything except for nothing.
