Eyewitnesses in #HubeiProvince, where the #CoronavirusOutbreak is most severe, said many were unable to be diagnosed and treated at hospitals due to over-capacity.

It appears local authorities have been required to destroy data they compiled relating to the virus outbreak.
The document was sent from the Chaoyang city health commission to its provincial counterpart, the Liaoning health commission.

Despite the lack of supplies amid restrictive #Lockdown measures, resources were used to “monitor closely” people most likely to dissent against the authorities and “punish heavily the people who spread improper speech or rumors related to the epidemic,” according to the report.
“Overall, people have strong negative emotions, such as grief, panic, anxiety, and suspicion,” the report said.

“Because the epidemic is getting worse and worse, the control methods must be upgraded.”

Prison guards under #Quarantine are required to dress in ordinary clothes, to avoid “the leaking of any photos or videos [of guards] which may damage the image of the people’s police,” according to the document.

In #China, prison guards dress in the same uniform as police.

According to the document, over 1,600 trolls were hired, known as the 50-cent army in #China, to regulate internet speech continuously, 24/7.

The trolls had identified as many as 606,800 posts online with “sensitive or harmful information,” it said.
