This is one of the most disturbing foreign influence campaigns I have seen to date. Far from merely trying to intimidate particularly diaspora groups, this is a barely concealed foreign backed effort to influence US policy & to weaponize USG.

1. The pro-#Qatar, pro-#Iran, and pro-Muslim Brotherhood forces behind this effort are looking to use USG to shut down rivals and critics both in other countries and in the US.
2. Members of foreign governments & their "agents" (potentially anyone who agrees with them) can be banned from traveling to the US if found to be linked to "intimidation" of "dissidents" as recommended by said pro-#Qatar, pro-MB, and pro-#Iran organizations & "civil society".

Had a fun talk (link below) with Vladislav Inozemtsev and Vasily Zharkov about #sanctions, Russia - West relations and the role sanctions play in Russian domestic opposition discourse. #Belarus & #sanctions theme was also mentioned. Few key points and arguments:
Inozemtsev: sanctions or not West can't change Russian regime; no sanctions whatsoever can kick Putin out of Kremlin; Russia is simply too strong to be coerced by sanctions (It's not Yugoslavia);
Sanctions need to be fast - in order to work, they can't be anticipated
Western sanctions policy towards Russia is careful, moderate and cautious. $$$ matters.
Sanctions are a feature of solidarity with UA and affirmation of Euro-Atlantic unity. NS2 sanctions was a weird story from day one;

There has been lots of talk about #uniswap front end interfaces blacklisting #tokens that might be #securities. This is not an attack on #DeFi or regulation of #DeFi specifically, but instead a logical example of how existing regulation applies to legally addressable entities /1
including those that facilitate the use of #decentralized systems- in this case, legally addressable interface providers. And this isn’t new. Quietly, many front end providers are also engaged in #sanctions compliance. While laws obviously apply to legally addressable actors, /2
this does not mean that regulation has applied or will be applied directly to protocol code, at least not yet. This is b/c code itself is not legally addressable. It has its own rule-set governing its environment, & law cannot change code, although law can act on people /3

One thing that may immediately surprise some experts, is the total absence of the word "#cyber", so revered in our Western countries. This further confirms the difference in approaches to the issue of #InformationWarfare and cyber. 2/8
In terms of terminology, the document does not use "#InformationWarfare, but "#InformationConfrontation" (информационное противоборство). Of course no nonsense like "#fakenews" can be found in it, although there are references to #propaganda and #PsyOps. 3/8

R.Boyd of Maryland has been charged with ten counts of violating the Iran Transaction and Sanctions Regulations (IEEPA) and the International Emergency Eonomic Powers Act (ITSR).
Mr Boyd is accused of importing Iranian rial banknotes into the US via Jordan between 2015 and 2018, which he then distributed to US customers without the required OFAC licenses.
Even after Boyd was warned by authorities in 2016 that his actions were in violation of US sanctions, the scheme is said to have continued.

3/7: When the EU did impose some moderately serious sanctions in 2014, that was not a response to #Russia's aggression against #Ukraine. It was a punishment for Moscow's killing of more than 200 EU citizens on the #MH17 flight sho by a Russian missile over Ukraine, in July 2014.

The EU has adopted Council Implementing Regulation 2021/478 and Council Decision (CFSP) 2021/483, which add 11 Burmese officials to its sanctions list for their roles in Myanmar's military coup on February 1, 2021.
High-ranking military officials, including the Commander-in-Chief, Min Aung Hlaing, and Deputy Commander-in-Chief, Soe Win, are among the 10 people named, 7 of whom are UK-listed and 9 of whom are US-listed.
Thein Soe, the current Chairperson of the Union Election Commission, has also been named (by the EU only) for his role in the cancellation of the results of Myanmar's 2020 elections without proof of fraud.
