modern banking system is based on the fractional reserve system
What does fractional reserve means
1) People deposit their savings in the bank in the hopes of earning #interest rates
2) The bank turns around and lends out the vast majority of that deposited money or the bank invests it in other financial instruments (sometimes sound, more often reckless or even toxic) in an effort to make a profit

Before #lockdown they were dependent on their daily wages for food. Now, they are not able to go for work and have been struggling a lot to even get food.
All these families are dependent on their daily wages to buy basics like milk or biscuits or vegetables but...
...they have not been able to provide their children with any of these necessary supplements as they do not have any earnings. They have tried to get #loans from but could not as they are daily wage workers and they might not be able to pay it back.

The reform of #LPR is mainly aimed at improving the efficiency of monetary policy transmission mechanism. Under the current FTP(funds transfer pricing) model, easing monetary policy often fail to benefit real economy sector, according to Li Qilin, CF40 Youth Scholar.
The new LPR will have three major changes, 1. Besides the already existing 1-year LPR, #banks will also report 5-year LPR which could provide reference for PBoC to set the price for mid- and long-term #loans.

Past experience has spoken against the effectiveness of setting rigid targets and eligibility requirements to enhance commercial sustainability of #financial institutions. Assessing the effectiveness of #banks’ support to private #firms only by quantitative measures isn't valid.
But this doesn't mean evaluation isn't needed, instead we should evaluate from multi dimensions, while following #market rules, taking into account the quantity, #efficiency and #quality of #loans, and enhancing the precision of support and banks’ #commercial #sustainability.
